Part I - The Office
Section A - Establishes the Office of the Calendar Commission where the Esamir Calendar Commission (ECC) may give public announcements and answer questions from nations.
Section B - Members of the ECC may discuss topics in private before presenting their work.
Section C - Members of the ECC may not withhold information regarding any changes made to the Esamir calendar.
Section D - All members of the ECC have equal power within the Office, regardless of seniority.
Section E - In the event that the General Assembly elects an Esamir Calendar Commissioner, this individual may enforce the implementation of the ECC rules regarding the calendar.
Section F - The ECC may make intra-Office rules relating to the operation of the Office in any area where regional law falls short. These rules are subject to review at any time by the Court of Justice and/or General Assembly.
Section G - If there is only one member of the ECC, all proposed changes to the calendar must undergo an implementation delay of one month in RP time. This time shall allow the General Assembly to discuss and vote on any change it finds questionable.
Section H - This implementation delay may be permanently aborted for a term by the will of the General Assembly. Any member of the General Assembly who is not a member of the ECC may propose such legislation.
Section I - The ECC may declare certain days of the year as regional holidays. The ECC shall be limited to creating, moving, or abolishing two holidays per term.
Section J - The General Assembly may also dedicate certain days as holidays, but the ECC may not alter these holidays in any way.
Part II - The Structure
Section A - The ECC in its base form shall consist of a maximum of three seats, not counting a possible Esamir Calendar Commissioner.
Section B - The ECC may expand itself to a maximum of five seats when all three seats are filled, not counting a possible Esamir Calendar Commissioner.
Section C - The ECC may also contract down to three seats at any time, not counting a possible Esamir Calendar Commissioner.
Section D - In the event of an expansion or contraction, the General Assembly must be notified within two RP months prior to an election.
Section E - The General Assembly may veto any decision to expand or contract.
Section F - Changes in seat number shall take effect during the next scheduled election cycle.
Section G - If a nation leaves the ECC, a replacement may not be elected unless by order of the General Assembly.
Part III - The Commissioner
Section A - The Esamir Calendar Commissioner, if elected, shall serve any number of six-month terms. The General Assembly may also remove an individual from the position by 3/4 majority.
Section B - The General Assembly may appoint an individual to the position of Esamir Calendar Commissioner with a 3/4 majority vote.
Section C - The Esamir Calendar Commissioner may participate, but not vote in any ECC decision unless there is a tie within the Office.
Part IV - The Implementation
Section A - Parts II and III shall go into effect immediately following the passage of this resolution.
Section B - Within Part I, Sections A through E, and J shall go into effect immediately following the passage of this resolution..
Section C - Within Part I, Sections G through I shall go into effect one RP month following the passage of this resolution.
