    King Frédéric IV of Marquette has been casually listening to the banter since the beginning of the conference, and is slouching comfortably in his chair in the corner of the room. Frédéric, being a man who prefers to listen and think before he speaks, decides finally to speak up.

    During the war, the 7,000 Marquetien expeditionary force held a neutral stance, and never left Avila, Arveyres.

    He takes one last puff of some mysterious Marquetien herb that he had been quietly smoking in the back, and proceeds to the podium.

    “Claiming to be a ‘republican democracy,’ in the words of a previous speaker, is frankly the most ambiguous excuse for the legitimacy of a state that I have ever heard.” He takes pauses to make eye contact with each leader individually.

    “While New-Zealand’s demagogues may be duly elected by the Kiwi electorate, that gives them no authority to assert their influence over Blukon or Texania. The Kiwi concept of ‘free government’ and the forced implementation of such vague foundations upon the Blukonian people is absolutely unjustified. The Blukon crisis sets a dangerous precedent for other self-righteous democracies to utilize the ‘advancement of democracy throughout the world’ as a casus belli against smaller nations perceived as a threat. The so-called granting of further political freedoms within Blukon following the initial Kiwi occupation is merely a front for the imperialistic Garagen administration to subjugate a rich and ancient culture, and to eliminate their traditional religious practices. This is only the beginning of a slow and methodical genocide of the Blukonian people, and reveals the stark white-genocide agenda of the Garagen administration. The world has progressed past the archaic imperialist policies of the 19th century.

    “The last few years have shown an alarming increase in foreign intervention of sovereign states, and it needs to end. The free and independent states of Esamir ought to receive the trust they deserve, and it can only be this conference that brings an end to interventionist policies of backwards democracies. Decrying foreign political factions as radical or terroristic in nature is dangerous to the institutions of nations globally. No one nation should have the authority to assert its own ideals on another, and that shall be the main goal of Marquette throughout this conference.

    “With regards to the Tarajani proposal, of course we agree that the military forces must be evacuated and we must aid the Kiwi government to return to normal. However, a United Nations commission to observe the restoration of foreign rule over Blukon and Texania is unconscionable. Repression of minority views in the two nations will only exacerbate the fundamentalism and nationalism that New-Zealand is supposedly trying to extinguish. The failed foreign policy of New-Zealand should not be endorsed by the United Nations -- not to mention the enormous waste of money such a commission would be to all nations involved."

    "It's probably the best solution, for now" intervenes at the end De La Crux, looking to the other delegates "The UN must take in their hands the situation in Blukon and Texania but we must coordinate our efforts with New Zealand. It's a sovereign nation at least and the right of sovereign was pretty violated in this case. We can handle the question of Bukon with an international commission, a peace-keeping forces and several observers on the field. As neutral nation and member of the Security Council, Antanares is ready to lead the mission in Blukon, in any case. Considering also that Blukon and Texania are not far from Antanares.
    The UN will cover a transit period between the dominion of New Zealand and the independence, separating the two minorities into two different nations, to avoid future ethnic fights"

    Theofylaktos Karamanlis looked up at the Antanarean delegate’s pronouncement. As soon as the podium was vacated once again, the Achaian representative got to his feet and made his way to the front of the opulent room. “I apologize for speaking out of turn,” he began, “especially as I represent an uninvolved nation and have been sent merely to observe. But I wish to ask for clarification from our hosts in Antanares regarding this latest suggestion.” Facing the Antanarean delegation directly, Karamanlis asked, “When you suggest that we separate the minorities of Blukon and Texania into their separate nations, is this a suggestion of separating them from one another, or separating them from New-Zealand? And furthermore, are you suggesting simply reinstating and reinforcing the former borders between these states, or is the United Nations to forcibly remove populations of one ethnicity that happen to live in territory claimed by another nation?

    “Regardless of the answer to these questions,” Karamanlis added, “I ask this gathering to think very carefully about separating populations based on ethnicity. Peace can only occur through mutual understanding, and that will never be achieved by erecting walls between peoples. This is especially true if actively transferring populations comes under discussion today; I have it on good authority that people do not take kindly to being forced out of their homes, no matter the culprit or the reason.”

    The Achaian delegate bowed his head to the feuding delegations and returned to his seat. He was not sure if he should have spoken, but he would like to think that he had done at least some good by asking the negotiating parties to consider the consequences of their decisions in greater depth.

    After countless small chats inside the Tarajani delegation, and particularly between himself and Count Shatrevar, Count Rumi raises again to speak:

    "We agree with the Achaian delegate, which pointed out one sure thing: it's impossible, or at least extremely dangerous, to separate people on the ground of ethnicity. But, regardless of this point, we cannot agree with the plan proposed by our Antanaresian colleague as a whole: we will not accept any infringement of the full territorial sovereignty of the Social-Democracy of New-Zealand. Everybody here can easily remember the times before New-Zealand took Blukon: President Garagen had a point when he remembered us of what Blukonian society was at the time. A fertile ground for terrorism, religious fundamentalism, and countless dangers and threats for international peace and security: in few words, a failed state.
    The New-Zealand administration didn't handle the Blukon/Texania issue too well, we all agree on that. But this is not the issue at the table: we are here to restore peace after a brief, but bloody conflict.
    So, we reiterate our plan, with the emendations proposed by Aloia:
    - Full military evacuation of New-Zealand;
    - Coordinated efforts in all fields to help the reconstruction of the affected territories;
    - A UN commission on Blukon and Texania: this is not to say that these territories will be administered by the UNE. The administration will still be in the hands of New-Zealand, with all duties and privileges; simply, the commission will be composed of observers, aimed at informing the Security Council of the respect of the minority rights inside Blukon and Texania, but with no infringement of NZ sovereignty."

    A brief but seemingly heated discussion arises between the Prime Ministers of War and Diplomacy and the Chief Justice. The Proconsul Prince Septimus has fallen asleep on the table and snores loudly. After an agreement is seemingly reached, the Prime Minister of War stands and approaches the podium.

    "The Empire fully supports the positions of stated by the Marquettian delegation. In recent times it has been proven that the United Nations, while born of a righteous purpose, has been wholly unable to prevent the initial incursion of the New Zealander forces into Blukon and Texania. While Eurasia does and will continue to support the efforts of the United Nations to find peace, we must recognize the fact that if the United Nations were ultimately able to achieve its true purpose this conference would never have been necessary.

    Eurasia thus believes that the best outcome this conference could hope to achieve is the independence of the territorial holdings of Blukon and Texania from New Zealand and their immediate entry into the international community. Eurasia will not support any effort by this conference or the United Nations to impose continued foreign dominance over the peoples therefrom. Further, the Empire announces that, in good faith, His Imperial Majesty has ordered that as soon as an agreement can be reached here which guarantees the people of Blukon and Texania independence, our legions will begin an immediate withdrawal."


    The Prime Minister thanks the delegations and returns to his seat. As he sits down, Prince Septimus suddenly awakens with a grunt and knocks a decanter of water over from the table, looking around the room frantically. He sees the New Zealander delegation and points at President Garagen, screaming "Gorgonzola! Thou art come!" before running out of the room in panic. The Eurasian delegation watches him leave expressionlessly, after which the Prime Minister of War motions for a Praetorian Guard nearby and issues an order in rapid-fire Eurasian.

    He then turns back to the New Zealander delegation, shrugs, and pours himself a glass of wine.

    Minister of State Laura Welch, taking over since Chancellor Nelson had to return to Aloia to deal with domestic issues, talked quickly with an aide before approaching the podium.

    "Esteemed delegates," she began. "I'm honored to come before you today to participate in these historic discussions. I come officially representing the Kingdom of Aloia, but as many of you know, I'm Texanian by birth and upbringing. I believe that I bring a unique perspective to this conversation, as this brief war began in part as a struggle over controlling land that is home to ethnic Texanians.

    "It has broken my heart to see my old homeland torn apart and ravaged as it has been by wars in the last year. I've been blessed to be part of the Aloian government that was able to assist in picking up the pieces. I, along with every person dedicated to individual liberties and democratic rule, mourn for our brothers and sisters in West Texania.

    "I've met countless refugees from Texania. I never, ever thought it would come to this, but today my old home is one of the top sender of refugees in the world, with the vast majority arriving on Aloian shores. I, along with the Aloian people, am most dedicated to the welfare of the Texanian people.

    "And it is for that reason that we must categorically oppose and reject any talk of establishing independent ethno-states in former Blukon and Texania. The truth is that almost all ethnic Texanians have either fled the small strip of former Texania controlled by New Zealand or completely adapted to life under this new government. Cities that once were home to Texanians are now home to people who proudly call themselves Kiwis. This might seem undesirable for us who remember it as part of Texania, but the truth is that those cities ensure that the New Zealand military is reinforcing and defending democratic East Texania's border from the tyrannical West.

    "And we do affirm and agree with previous statements made by President Garagen and Count Rumi: Blukon was a failed state, fertile ground for terrorism and the source of much crime and violence in the area. While we opposed New Zealand's takeover of Blukon as colonialism, we today recognize that mistake. New Zealand's reign has brought peace and prosperity to former Blukon. Education and medicine are entering Blukonian cities for the first time in innumerable years. New Zealand's procedures were less than ideal but the result is a thriving area, loyal to their government. Much of the opposition we faced in our part of the invasion was a result of native Blukonians and Texanians standing up to defend their new nation. It is neither right nor just for us to demand that they be severed from that great empire.

    "Rather, we reiterate our call for a UN Commission, with members from many nations, specifically including Texanians and Blukonians from all sides of the conflict, headquartered in Zumbrota or Galveston [East Texania's capital] to oversee New Zealand's treatment of ethnic minorities in their northwestern territories, at least for the next 10 to 15 years. In addition, we call for coalition members to fund repairs of infrastructure damaged in the invasion, and we demand immediate withdrawal by all coalition members from New Zealand territory."

    The short, yet commanding woman scanned the other delegations one last time, with her eyes coming to rest on the Eurasians. She gave one last dismissive glance, picked up her papers, and returned to her seat among the Aloian delegation.

    The Eurasian delegation, after exchanging glances amongst each other which ranged from bemused to dismissive, shuffle their papers and have a brief discussion amongst themselves. The Prime Minister of War stands and reapproaches the podium, momentarily arranging some handwritten notes. He adjusts his glasses briefly and looks at the assembled delegations.

    "Firstly, I would like to thank Miss Welch for her unique perspective on the issue of Blukon and Texania. I can certainly affirm that the Empire finds her wealth of knowledge on the topic to be an indisputable necessity in such trying times as these.

    Now, perhaps some clarification is necessary. Eurasia believes, deeply, that the sentiments of the Texanian and Blukonian people must be taken with merit. However, Eurasia also believes that the necessity of international law must also be taken into account. Regardless of how the people of the conquered lands feel, the fact that they were initially invaded by a foreign power and put into subjugated rule cannot be discounted. Eurasia believes that it is of the utmost importance, if we claim to be in favor of equity at this Conference, that foreign rule over the peoples of Blukon and Texania be ended. The status of Blukon as a "failed state" does not necessitate its invasion and subjugation to foreign imperial interests.

    Further, Eurasia would cast doubt upon the statements made to the effect that the people of Texania and Blukon are happy with New Zealander rule as a basis to effect the continuation of imperial rule. Many of New Zealand's western districts are ethnically Eurasian. Eurasian legionaries were greeted with open arms when they marched through those streets. The district of Drakenburg is ethnically Lyrian, and Duresian soldiers were welcomed there as heroes. Should it thus be the case that Eurasia and Duresia use the popular sentiments therefrom to argue that those districts of New Zealand be subject to our jurisdictional control? Should Magnolia be enveloped into Arveyres due to its historical connection therewith? Certainly not.

    Eurasia thus reiterates that the solution is to effect the immediate withdrawal of New Zealander forces from the occupied lands. When that occurs, so too with coalition forces withdraw. Further, Eurasia does not feel that a UN Commission investigating the human rights in the ares will be able to accomplish its objectives, but if the other delegations deem it a necessary condition upon which this conference must be based Eurasia will raise no objections. As to whether reparations will be paid by the coalition, the answer is quite simple. No."


    The Prime Minister smiles graciously at the delegations, heading back to the Eurasian delegation and exchanging light chuckles with the rest of the delegates. The Chief Justice raises a glass in the direction of the Aloian delegation and winks. Prince Septimus attempts to eat a small peanut which has been brought at his request to satiate his appetite before lunch, but begins choking and coughs for several minutes, only finally regaining himself when offered a glass of some strange clear liquid from the Duresian delegation.

    After some hushed yet frantic deliberation from the New-Zealand delegation, President Garagen takes the podium

    "Well as many of you are aware, our delegation has remained for most part quiet in this conference as our position was made clear at the very start of the event. In the light of recent militia uprisings I think it's time we got a move on and made some progress here before the situation back home properly boils over. Our position remains for most part the same. We expect to retain control of all the territories of the Social Democracy including the territories of Blukon South, Blukon North and Kiwi Texania. That is simply non negotiable. We are open to the idea of having a UN committee play an oversight role in our operations in the Imperial Territories, though we feel it fit to point out that the invasion by coalition forces has solidified the Empire as a whole. If you'd note the fact that the 3 districts that Eurasia claims to be "liberating" in this whole affair have openly rebelled against occupying forces and rejoined the Social Democracy, we don't think there will be much problem in integrating those districts into the overall Social Democracy. They have openly and proudly announced their ties to the Empire and their loyalty to the Republic. Quite truly 'forged in fire' as they would put it. But aside from that, we don't really have much more to contribute here. Our status is clear, our view is clear and the facts are on the table and paint a picture that puts the Coalition's liberation effort to utter shame."

    De La Crux makes a sort of affirmative nod in direction of the NZ's delegation

    "One of the point that we must assure, here, it's that the right of sovereignty is not negotiable. No one can, with its only intention, decide to unilaterally make himself as judge of a population or an entire nation, with these ill-fated consequences. This is not a liberation war, it's an invasion ad must stop. Now. The only organization with the power of judge is the United Nation. No one else. Antanares will, in any case, protect the right of a country to be free. The occupation forces must retreat from New Zealand. This is imperative, before something worst should happen. An UN Commision, an international commission, accepted from all the parts, could investigate about the situation of the district of Blukon and Texania. Eventual crimes or illegalities against the local population will be faced by the International Court of Justice, not from warmonger nations, waiting only for an occasion to pullout the axes. I think this is the right time for the peace, not for the war"

    The speech by De La Crux clearly makes an impression on the Tarajani delegation. The representatives of the Diet speak to each other for few minutes, as Count Shatrevar and Count Rumi do.
    After that, Count Rumi raises again from his chair:

    "Ladies and gentlemen, clearly there's a sharp difference in opinion between the Eurasian and the other delegations. Now, as official representative of the Kingdom, it is my duty to inform that His Majesty's government believe this conference to be the most relevant step toward peace: a peace which cannot be achieved if the invading forces of the coalition do not withdraw, first and foremost, from all occupied territories rightfully belonging to New-Zealand. This is not negotiable, and it is the only viable way to achieve a definite ceasefire, and then peace."

    He pauses for a moment, clearing his throat, before resuming:

    "We understand the concerns of all parties involved. However, I repeat: the coalition withdraw is the first, fundamental, step of the peace process. We started this conference, and supported it, because we strongly believed in the goodwill of all participating countries. We still believe in it, although doubts are arising in this delegation. The position of New Tarajan on the issue is clear, and will not be modified: whichever country will make this conference fail, will be considered guilty of the consequent resuming of hostilities, and, as such, as the aggressor. And in no way the Kingdom will support an aggressor: we will, instead, support the aggrieved party."

    Empress Isabel of Duresia raises herself from her seat and walks slowly towards the podium, she has no documents with her as she approaches the podium, she shortly clears her throat and starts to speak:

    After a long discussion with my co-delegates, we've agreed on what we already considered being one of the possible outcomes of this conference. In the name of Emperor Heinrik VIII ver Hohenzbrock, the Duresian delegation agrees on Duresian forces leaving New Zealand. Thougj we and our Eurasian colleagues do wish though to not pay compensation to the nation of New Zealand , at least not in the traditional way. What we do intend to do is creating a special workers programme, that programme will employ unemployed Blukonians and Texanians within New Zealand, those will get salary from our governments and they will be paid for repairing the damages in New Zealand, we do believe that it is a good method of integration of Blukonians and Texanians within the Kiwi society. If that method of repaying the damages would be agreed upon by New Zealand and President Garagen we would be ready to give the order to Duresian forces to start packing up at this very moment. I hope we can all come to an agreement.

    As Empress Isabel finishes her speech she eyes all the delegates in the conference room, she sees Prince Septimus picking his nose and examinating whatever he found there, she then walks down from the podium slowly shaking her head thinking of what she just saw.

    The Prime Minister of War exchanges a disappointed glance with the Duresian Empress, before tapping Septimus on the shoulder and handing him a handkerchief. He then briefly speaks with the Prime Minister of Diplomacy, the Chief Justice, and the Diplomatic Legate to the UN before standing and walking briskly to the podium. He clears his throat, takes a sip of water, and smiles.

    His Imperial Majesty Emperor Augustus IV has contacted and informed us that we are to accede to the desperate plea that Eurasian forces leave New Zealand in peace before the regime of President Gurglegorn collapses from popular uprising. It is not the goal of the Empire to cause destruction and sow chaos in New Zealand, as has been made abundantly clear since the inception of this conference, and of the war itself. As President Gorgonzola has made exceptionally clear, he is willing to destroy the lives of his people and rip from them the very fabric of their cities and their homes, and Eurasia is unwilling to continue to play into the hands of a madman and a tyrant.

    As was mentioned by Her Majesty Empress Isabel, Eurasia will not, under any circumstances, commit to paying reparations. We will, however, commit to a pay for a make-work program for Blukonians and Texanians. Eurasia feels this will both promote the integration of the aforementioned into the society of New Zealand, as was the stated intentions of President Giggle and his administration. This program will be paid for by Eurasia, and will be the only form of reparation we will consider. I will reiterate, as soon as we reach an agreement here, Eurasian forces will effect an immediate withdrawal."


    The Prime Minister smiles at the New Zealander delegation and takes his seat.

    Suddenly, without warning, Prince Septimus streaks into the room screaming, running from two large Praetorian Guards. He vaults over the Duresian Delegation's table and towards the New Zealander delegation, where he throws a glass of water in President Garagen's face before leaping through the plate glass window to the gardens a story below. The remainder of the Eurasian delegation stares for a moment, before quietly standing, shrugging at the Duresian delegation, and leaving the room.

    OOC: Yeah this clusterfuck has about run it's course think we're done now.
