    The general assembly will elect it's President who will act as speaker. The council will also elect it's own President.

    I think having an executive branch is kind of irrelevant in the way you proposed it. Perhaps we have a Parliament which acts as the legislature, and a Council of Upper House that acts as the "Security Council," while also appointing the Council of Ministers through popular vote.

    So are you saying a bicameral legislature similar to the British House of Commons and House of Lords or a unicameral legislature similar to the PRC who chooses the Council of Ministers (or is the CoM part of the general elections as well)?

    Do you guys want to elect ministers directly or have the legislature elect them? How big will it be anyway?

    I was thinking more of a bicameral system, with the lower house focused on legislation while the upper house focuses on security issues. (Essentially, one for RP issues and one for OOC issues.) The CoM would be elected by one of the houses. (Probably the lower house, but not sure yet.)

    I see. Given that we may run into the issue of not having enough active members to fill seats, would members of one (or both) of the legislative houses be able to be a part of the CoM? Also, will both houses be headed by some sort of speaker? If so, what abilities or duties of the leader of each house have over the other members of the house?

    Will there be an impeachment protocol for members of the executive branch in the event that someone starts getting outrageous?

    Also, will it be possible to add and remove ministries at a later date with the need for each special interest (possibly by a bicameral vote of the legislature)?

    Alternate Vote System for counting the delegate votes after the election.
    Chancellor: Head of Government, elected by parliament, handles domestic issues.
    President: WA Delegate, elected by people, Chief of State, handles foreign affairs.
    Ministers:
    Intelligence
    Foreign Affairs
    Recruitment
    Justice
    7 Justices in Court. 6 Justices and 1 Chief
    Only put up the most agreed views.

    There shouldn't be a ministry of Justice. The Court has that role. Otherwise it's fine.

    I agree with this. When are we gonna see this implemented officially? I think we should stop waiting and fill the roles ASAP

    I agree that we need a government immediately. Perhaps we should hammer out a set of basic guidelines for a limited regional government and later work out a more elaborate government that builds upon that base.

    I do think that we must institute some kind of government with some basic guidelines ASAP. Then we can really work on the constitution and the official setup of our region.

    I do believe we are in the progress of doing that.
