(P(I) Time Zone Resolution

Section I - Foundation
Article A: The image in Figure 1 shall be the time zone boundary map for the regional map as of the passage of this resolution.
Article B: Nations may enter daylight saving time if they choose.
Article C: Affirms that the times listed in Figure 1 are bound to the Esamir Regional Calendar.
Article D: The times shall be known as Esamir Regional Time (ERT) [insert +/- hour here].
Article E: Affirms that the Esamir Capital Territory shall lie within ERT 0.
Article F: Affirms that the numbers listed at the bottom of Figure 1 show each zone's hour difference in time in relation to ERT 0.

Section II - Alterations
Article A: Entrusts the Esamir Calendar Commission (ECC) with editing and adding or removing time zones as as the map expands.
Article B: The General Assembly may also add, remove, and/or edit time zones. Also, it may reject changes made by the ECC within one RP month.

I thought that since we generally have gov't actitivites starting/ending at 00:00 and RP-wise, we're on the island right now, it would be best to have the capital in the "neutral" time zone.

If all would prefer it be in +3, that caaannnn be changed.

No I misunderstood the passage in the bill it's all good.

so the capital territory is in +3 why can't we make that whole timezone 0 and shift the others accordingly?
i know it seems like a lot of work but it makes sense to keep the capital territory in 0.

The capital is in an exclave of zero. I don't think the area has a permanent population anyway, just visiting dignitaries. (Also it would look weird if 0 was shifted that far over)

Yeah zero should be the world's Prime Meridian.
