    CONSIDERING

    The evolution of the RP in the considered modern age of the Esamir, with the introduction of missions to Mars, space and lunar colonies, space elevator and other

    WE PROPOSE

    To renovate the Technological RP restriction Act and modify the terms of it. Also, we propose to introduce a Future RP Time for all the nations that will enjoy it.

    Article I: Technologies of Modern (Current) Age

    1.1 All the technologies that will be available in the next 60 years will be available for the nations of Esamir.

    1.2 Considering the actual use of advanced techs, like fusion power reactors and the consequential modifications of their use (use of smaller forms of them and other), this act will introduce a list of technologies that, in addition to all the technologies that the common sense, will be allowed to be used.
    The list of technologies added and the conditions of use of some technologies will be:

    • Helicarriers
    • Mech without flying capacity (Run and Jump allowed, any forms allowed)
    • Orbital Elevator
    • Mass Driver (to launch ships and modules in the space)
    • Colonies in the Earth orbit, in the Earth Lagrange Points, on the Moon
    • Mars will have only small bases, with no more than 500 (five hundreds) colonists
    • Terraforming could be started, not completed
    • Non-personal laser/energy and railgun weapons (ship cannon allowed, for example)
    • Technological improvements of human body
    • Genetic improvements of fetus

    1.3 The Act will establish a list of technologies banned from the Modern Age RP:

    • Matter-Anti Matter Reactor
    • Vehicles that travel faster than 60% the speed of light
    • Nano-improvements of human body
    • Orbital ships capable of orbital bombardment
    • Genetic improvements of adults and children

    Article II: Future Era

    2.1 The Act will introduce a new RP Era: the Future Era.

    2.2 In the Future Era all the restrictions introduced in the Modern Era are eliminated and all the technologies banned are allowed.

    2.3 The Future Era will start around the year 2100. This RP will start with the launch of the first ships capable of travel faster than lights. The RP will follow the expansions of the humanity in the space, beyond the borders of the Solar System

    2.4 No nations are allowed to introduce everything they want, but every decisions that could interfere with other players game (Aliens race capable of space voyages and invasions, space-virus and similars) must be agreed with the admins

    2.5 Time-travels are not allowed.

    We wish to see 1.2 amended, specifically the section limiting bases on Mars to 100 men. This sets an unrealistic limit and seems rather arbitrary.

    It is to maintain into modern age the bases on Mars. It is arbitrary, of course.
    I prefer limits the Modern Age RP in the Earth Orbit (Moon, structures in the orbit) with little Mars Bases and no more.
    Mars, the rest of the Solar System and the space I think is better insert them in the Future Age.

    At the end, the purpose of create a separate RP for space exploration is to limit our researches in the space. Allow more people and structures on Mars will go against this intention.

    We feel that research and scientific endeavors could be stymied if it is limited to 100 people. Perhaps a different number? Ideally there would be no limits, but we are willing to compromise if need be.

    The debate period shall now begin. It shall last five days, ending on June 1, 2015, at 00:00 UTC. Following the voting period, a three-day voting period shall commence. The Speaker may extend the debate period if requested by a 4/5 majority of nations debating a bill, and may close it with a 4/5 consensus. The author of the proposal may also close the debate with the permission of the Speaker. Votes will be counted via simple majority of nations present. Nations may submit a vote of for, against, or abstention. The Speaker wishes to inform abstention voters that votes of abstention will be counted as votes in favor. Votes cast during the debate period will not be counted.

    I would suggest that the author refrain from stating any celestial body in particular (besides maybe the moon?). The act states: "Mars will have only small bases, with no more than 100 (one hundred) colonists," which would mean that I could jet off to Venus to build a sky base (which is arguably more likely to happen than a helicarrier or orbital elevator) that houses 101+ people similar to NASA's conceptual HAVOC mission.

    I don't know. It is not a mere scientific problem ... it is more to limit the modern era to the Earth Orbit. The bases on Mars, considering the limitations added with the Act, will have a really marginal roles. The role-play will remains on the Earth orbit and I think, for the Modern Era, this would be the best. Easily, if we add bases on Venus, we will add of consequence bases on the other planets, on the Asteroid Belt and so far ... extending the Modern Role-play in all the Solar System. I prefer to avoid this.

    It is mostly a personal opinion. I think, considering that we would divide the two RPs because someone (like me, for example) would remain in the Earth Orbit, limiting most of the technologies and playing like the actual modern nations, that expand our "borders" to Venus and the rest of the Solar System will transform the Modern Age RP. It is a normal consequence that the exploration of the space will attract a lot of people, colonies could ask for independence and autonomies, natios will fight in the space and consider it the "colonial zone" ... everything will change.
    And this is really good for our Space RP, but I think if we want to continue to play like the modern nations, into a planetary scale, it is necessary contain the Modern Era RP in the Earth Orbit.

    Personal opinion has no place in regional governance. If your regulations aren't based in some sort of fact then they shouldn't be law.

    In this case doesn't exist "facts".
    It exist only the preference for a kind of role-play and another.
    The facts are limited to the limits of the techs that would be used. The limitations to the Earth Orbit is only to consent to the players that doesn't want be involved too much in the space to play how they prefer, on the Earth and in its orbit.
    For more space explorations and other space-things we would have the Space RP.

    I agree with Antanares.

    This was the ground behind the decision to split the two roleplays: to allow players who want a more sci-fi style RP to pursue it without the others (who don't want it) being forcibly obliged to do the same.

    I'm confused; Are you in favor of separate RP or not? I will reiterate: why must the limit for Martian colonies be 100? I have asked for a basis for this and the only answer I have received is that it is the opinion of Antanares that this be the limit for "RP purposes".

    Eurasia would be willing to accept this limit if some basis for the limit can be provided, otherwise it is totally arbitrary.

    I am for the division of the RP. And I'm for the 500 hundreds people, I modified how you proposed before.
    I' am to limit, with the Act, our space-play in the Modern Age RP because the purpose of the act is to create a RP (the Modern Age one) where players can play simply their nations like the real world, with some future techs (helicarriers, orbital elevator, small bases on Mars), but, and this is the most important thing I think, the focus of the play will remain the Earth and its Orbit.
    The Space RP will extend the borders, allow the players to go outside the Solar System, explore and play away from the planet.

    All the act is created for this purpose: create a roleplay for who want to play on the Earth and in its orbit, with limited future techs, concentrated on the planet and with the problems of a modern/post-modern nations and a roleplay for the Space, where everyone can do what he prefer.

    The limit of the bases on 500 hundreds and the block of constructions in other planets: same purpose, maintain the focus on the Earth. The bases on Mars will have the role of be advanced bases, but would not have a central role on the RP.
