Section I - Organization Reform
Article A: The Esamir Human Rights Commission (HRC) shall be managed by the Prosecutor-General or a nation chosen by the HRC known as the Human Rights Investigator.
Article B: Elected membership to the HRC shall be terminated. All General Assembly members may join or leave the HRC at any time.
Article C: The Esamir Terraforming Authority (ETA) shall be placed in suspension for the next three election cycles. The organization will function as normal until Germinus 15, 2017 (April 9, 2016), where after that time the members will be dismissed from the ETA and the organization will not participate in the next three elections.
Article D: Adds the mechanism to the Esamir Calendar Commission allowing for a two-thirds approval if the remaining member(s) is/are absent for nine days or longer.

Section II - Miscellaneous Provisions
Article A: Elevates the status of Esamir Calendar Commission Office Rule 1 and Calendar Decision 6 to Esamir General Assembly resolution status.
Article B: Establishes a maximum of four territory claim events for the regional map per non-RP year.
Article C: Flaming, the hostile and insulting interaction between nations on the regional message board and/or telegram that often involves the use of profanity, is not allowed. (1.5 points)
Article D: Affirms the current forum administration and moderator roles.
Article E: In the event that the Secretary-General is absent for more than 32 hours without selecting a pro tempore, the nations in the following positions shall be eligible to claim pro tempore status within three-hour increments as listed: the Chief Justice, senior-most Associate Justice (the first to publicly claim the post if there are multiple), member of the Security Council, member of the General Assembly. In order for the pro tempore status to be legitimate, the claim must be made publicly to the forum or regional message board. Affirms that even after three hours have passed for a position's order of precedence, nations in a higher precedence may still claim the role.
Article F: In the event that there is a tie for a position in an election, the incumbent shall remain in the position until the tie is broken. If the tie cannot be broken after two special elections, the victor shall be chosen by simple majority of the Associate Justices.
Article G: Establishes the region known as The Rose Garden as an official ally to Esamir from April 1, 2016, to April 1, 2017.
Article H: Establishes the name of the island to which the Esamir Capital Territory covers as Hajko. Affirms that the official regional pastime is writing haiku poetry.

I would suggest to accompany the calendar standard date with the civil date (IRL month), corresponding to 25 March 2017.

I think the Human Rights Commission should be directly managed by the Prosecutor General.

I dont think the Prosecutor General should pick another nation to handle the HRC, bit should do so itself.

That way we can rule out complaints of partiality and favouritism
