Years back during the Jefferson administration, there were rumours of corruption and underhanded deals as the nation struggled to deal with rapidly rising crimes, in particular gangs, as the nation scrambled to manage it's economic reforms while juggling skyrocketing debt levels in the light of economic stagnation. Well only know do we know the extent of those underhanded deals. A section of the leaked documents that exposed the Syndicate, gave the world an look into the highly controversial tactic of the revolutionary leader. Jefferson himself met with leaders of the Syndicate, and agreed to give them immunity within the nation. That's right, the prime minister of our fine nation made a deal with criminals! In return for the Social Democracy turning a blind eye to all of the Syndicate's activities, thus allowing the Syndicate to use NZ as a base of operations, the Syndicate would shut down the gangs, forcefully. The Gang Wars of '82 weren't gang wars, they were exterminations. The Syndicate systematically killed off the gangs, one by one and installed their own in their places. The "dignified" syndicate was a well oiled organisation, and as a result the public was put in the illusion that crime was gone as we could no longer see it, but in fact crime remained, just hidden in the background. That said, the syndicate is not an issue to the average citizen, as the organisation is there for profit, and killings and petty crime is bad for business. Successive NZ governments have maintained this "gentleman's agreement" with the Syndicate. The government would stay out of the Syndicate's way, and in return the Syndicate would keep crime of NZ streets and maintain order within the criminal sector. 

However, now the Syndicate has grown too strong, and leaders find themselves questioning whether the agreement is still beneficial for the nation, maybe it's time we put an end to the Syndicate? 

After an hard and tight work,which has required the utmost professionalism by mediators,and the maximum goodwill from the factions in the field,the international conference of reconciliation between SECURS and UPS,the two most powerful organizations still exist in the Region,has been crowned with success. A success represented by a treaty,conventionally called "Treaty of Zumbrota",which has already made history for its particular importance,since practically marked the beginning of a new era in global economic and political scenario. We analyze the essential contents of the text,then focusing on the new European strategic vision in a context radically changed.

The Treaty bases its entire structure on the recognition of the escalation of violence between the two organizations as a terrible and devastating mistake, that should not be repeated. So the war is seen as an event that does not bring benefits  and that does not had winners,but only enormous destruction for everyone,and it explicitly acknowledges that a total conflict between SECURS and UPS would lead simply to mutual annihilation. In short,with the first part,the Treaty establishes the cessation of hostilities,also formal,between the two parties,and the final withdrawal of the declarations of war. In other words,these articles mark the end of the war. Furthermore,the Treaty requires the two international associations to put aside any kind of strategic rivalry, and,more importantly,to recognize each other's right to existence. Finally,under the terms of the Treaty,are fixed two spheres of influence,belonging respectively to SECURS and UPS,and is prohibited from any kind of interference in each other's internal affairs. The middle part of the important agreement contains a formal commitment of the two organizations to contribute in a coordinated,constructive and shared manner to the full international development and  integration,and to work closely for the resolution of global issues. The final part of the Treaty,considered the most important,contains a provision which commits the two parties to resolve any future disputes exclusively by diplomatic means,renouncing the use of weapons. It then creates a specific institution for bilateral talks,a Special Committee of the Regional Parliament. To oversee the full implementation of the Treaty rules,having full legal force,will be the Esamir Court of Justice.

Analysts consider this Treaty as masterpiece in the international legal framework,able not only to restore peace,after a very brief but devastating war had unhinged the global balance,but also to ensure lasting and safe international stability. A masterpiece result of effective political of mediation of Europe and its partners,Aloia and Antanares. Europe is now seen by many parties as a protector of peace,and restorer of order. This context of peace, more or less forced, offers significant opportunities for the strengthening of regional governance,for resolving serious international problems, such as the proliferation of the criminal economy transnational or the various issues concerning sustainable development. But,more importantly,provides an opportunity for the European Government to change the foreign strategic vision, to reap huge benefits in terms of economic,diplomatic and military power. In fact it is now well known: the more the foreign context is stable,the more Europe can pursue its own policies.

So how Europe intends to move? As revealed on several occasions from government sources,the strategy focuses,in the foreground,on strengthening the European role in the multilateral context. So,this includes the strengthening of the economic,military and diplomatic relations inside the UPS, working strongly to the development and growth of the organization,as well as a more active role in the construction of global governance and in the settlement of international problems. Second,the new strategic vision is addressed the bilateral sphere,with the strengthening of the relations of alliance with the historical partners,regardless of the organization to which they belong. In addition,one of the main goals is to make new agreements with new countries,to take strategic advantages in the economic and military field. Finally,the strategy focuses in the economic and military context. Through specific internal policies,Europe aims to promote growth and development of national economy,to strengthen and modernize the infrastructural network,to make more efficient and improve the institutional apparatus and supporting massively technological development. This is to make the country a power internationally for economic and technological development. The strategy also aims to maintain the status of military power,focusing mainly on technological improvement of equipments,on the strengthening of global power projection,on the better training of men an women of European Armed Forces,and on the reform of the military instrument and istitutions,to promote efficiency and operability.

The European economy remains,despite the international scene only recently stabilized,healthy,prosperous,competitive and strong. Thanks to government reforms,still in progress,but still led a high level of technological development,a powerful and modern infrastructural network,and an efficient institutional apparatus,businesses,and more generally the whole economic system,has recorded a generalized growth. Important in this sense also the great expansion and modernization of public services, particularly health and education,the enormous public support for scientific research and industrial innovation,the strengthening of legislation to protect the environment,health,consumers,as well as the improvement of rights of workers and of the welfare system,considered among the best globally. Moreover,given the internal stability,but also the recent geopolitical successes and the not partecipation in the war,the European economy,on the one hand,has recorded an impressive growth of foreign investment,and on the other hand,there was also a growing internationalization of national companies,large or small-medium sized,public and private,entered now among the leaders in their respective sectors.

The leading sectors are shown,as usual,manufacturing and agriculture,with the production of high quality products and foods, renowned at home and abroad,the mechanical,electronic and electrotechnical sectors,characterized by high technology and high added value,and also the information technology and aerospace sector,now among the international leader,that are experiencing an impressive development. Another exception should be made for small and medium-sized enterprises,real locomotive of the national economy next to a handful of big corporations,public companies generally,especially renowned for the high specialization and high rate of innovation,which are experiencing huge rates of growth and development in various sectors. In the financial field, including on the basis of these considerations,namely stability and growth, the value of the interest rate on government bonds hit a historic low,which means that the state can finance public spending at the minimum price. Nevertheless,recent auctions have marked increases in growing demand. The European Central Bank still intends to pursue the program of Quantitative Easing on government bonds,initiated at the time of the New Zealand recession,for another quarter,although reduced.

In short, as is clear from the end-year report of the European Central Bank and Eurostat,the European social democracy has reached a new high,even if the job is still much to do. So here's the usual slew of numbers: GDP grows,this year,by 7%,domestic consumption remained stable at a high level,with growth of around 4%,while the index of confidence touches 102%. The unemployment rate remained stable at around 3.5%, income per capita marks an average increase of 2.500 Euros. Exports are growing at a faster rate of imports: the trade deficit then decreases,but still remains a problem. The inflation rate remains normal, at around 2%. The human development index is stable at high levels, among the best in the region.

But let to the investment plans. The European Investment Bank,in agreement with a large consortium of companies, public and private,has launched a massive campaign of investments in Ienara,new country born after the agreements of Zumbrota,and now in a phase of help from the international community . Investments will focus on the reconstruction and the development of infrastructure,particularly on the road and rail networks,on ports and airports,on the lines of energy transmission,on telecommunications infrastructure and so on. European companies will participate in the work,in accordance with local companies. Investments are also focused on rebuilding after the devastation of the war,and on construction development programs,as well as on strong financing plans for the local economy. Several European companies,both small and medium,and the big Corporation,through specific agreements,are launching large industrial development projects in the country,and are expanding their markets in the area. Investments are expected huge mutual gains for Europe and Ienara.

A second investment plan,always guided by the European Investment Bank,now one of the largest and most powerful institutions of its kind,and followed by a large group of companies,in New Zealand. The plan will feature a series of agreements between local companies and European ones, to start joint industrial development plans,and by large levels of urban development and infrastructure as well as reconstruction projects,in the areas affected by the recent earthquake. The investment will bring great benefits to the economies of the two countries,already largely integrated.

A third investment plan,conducted in New Tarajan,will focus on cooperation in banking and finance,through joint development projects. Will also be important measures of investment and cooperation on the tourism sector. Being the most recent plan,more information will be available later.

"In the modern and civilized world,these things can not and should not happen. These are crimes that violate any kind of international law and moral law,we recall the memory of the dark ages,events that must not be repeated. The violent persecutions against foreign citizens,against our countrymen,against innocent civilians,are deplorable from every point of view. The attacks on embassies,always symbol of dialogue and cooperation between peoples,one of the highest values of humanity,are an horrendous crime. The re-establishment of slavery is shameful,I do not know how to describe it otherwise,I feel personally shudder at the thought. All of this is nothing more than a declaration of war against the entire international community,and we will act accordingly. All condolences and support,my,of my Government and of the entire European people,go to the families of citizens,Europeans and not,who have been brutally pursued and killed by the vile dictator,and to the Atenosian population,deprived of the most basic right, freedom. None of you will be left alone,you will have justice. Snow will be stopped,and will pay for his crimes." These are the first words of the President of Council of Ministries,Martin Schulz,during the press conference held in the afternoon to inform the nation about what is happening in Atenosia,and what Europe will do about it. Previously there had been an extraordinary meeting of the various Ministers,in which were drawn up operational plans and took the first measures against the tyrannical dictatorship,and a plenary session of European Parliament,which formally authorized the government to do whatever is necessary to stop Snow.

According to government sources,the indiscriminate attacks against European citizens and foreigners,the assaults on embassies and the overthrow of the legitimate Republic,with which,as part of the UPS,Europe had formal commitments,as well as being a clear violation of international law,constitute clear acts of war against our nation. Europe would then be legally authorized,as well as the entire global community,to take any kind of action to ensure Snow and all his officials to justice.

The Ministry of Foreign Affairs cut off all diplomatic relations with the dictatorship,releasing a formal condemnation. The Ministry of Internal Affairs has banned any kind of connection with Atenosia,for obvious problems of national security. The Ministry of Economic Development also issued formal and heavy economic sanctions,suspending trade relations and withdrawing investments. The sanctions are designed so as to seriously affect the dictatorial institutions,but without hitting the population. Now the dictatorial government is completely isolated from the rest of the world,with all countries against: analysts agree in saying that Snow's fate is signed,and that the economy will be so devastated that he will fail even to pay his soldiers very soon.

Meanwhile,the Ministry of Defence has brought all the European Armed Forces on intermediate alert,with most of the operational forces and military commands in stand-by,ready to general mobilization at any time. The strategic defenses,in particular the Ballistic Missile Defense System,with the land,air and ship based surveillance and control systems,the integrated satellitenetwork and defense systems against air and missile threats,was fully activated and mobilized.

The European Navy has deployed off the coast of Atenosia the Carrier Strike Group One,Three and Nine,with its full carrier air wings,the Destroyer Squadron Seven and Nine,and the Submarine Squadron Fifteen,as well as the logistic support groups,from the East Fleet Command. The fleet equipped with technologically advanced systems,among the most developed in the world,able to conduct extensive operations in a completely autonomous manner. At the time the units are siding off the coast of Atenosia,in international waters.
The European Air Force,meanwhile,has fully mobilized the 9th Reconnaissance Wing,the 355th and 366th Fighter Wing,from Twelfth Air Force,Air Combat Command. These units are trained and ready for worldwide employment of airpower. According to official data,the Global Strike Command,equipped with B1-b Lancer and B-2 Spirit Strategic bombers,has been placed on alert maximum. These are combat-ready forces to conduct strategic deterrence and global strike operations.

We do not know if this show of force and power projection is,in fact,merely a demonstration,or a prelude to something bigger. The military movements,however,are intensifying.

A leak,destined to make a sensation among the world press,also talk of an alleged action of financing to rebels organizations in Atenosia,that are trying to overthrow the dictatorial government. This would be alleged "black funds",government funding passed by the Ministry of the Interior to the national security agencies,without justifying and notify them to the Court of Accounts (judicial body that oversees public expenditure,to avoid abuse),as usually happens. The funds are therefore not traceable in any way.

According to sources,the funds would need to buy weapons,ammunition,and equipments of various kinds,to be delivered to the revolutionary fronts. In addition,there would be specific units,most likely coming from SAD (Special Activities Division),an European Central Intelligence Agency command specialized in clandestine operations,infiltrated Atenosia,that would be conducting training activities and organization of the rebel movements,as well as acts of sabotage against the dictatorial government.

Obviously this is unverified news from unofficial sources,however,the national security agencies,DIA,FSB and ECIA (Defense Intelligence Agency,Federal Security Bureau and European Central Intelligence Agency) have not yet disproved.
