King Friederick and Minister Van Houden announce new constitutional reform
Astana.
Today, after a sudden meeting at the Royal Palace of the Imperial Council, King Friederick Wilhelm, and representatives of the Landsraad and the major parties of the Royal Diet, a Press Conference has been held.
There, the King and the Minister of the Imperial and Royal House, Count Carl Van Houden, left everybody surprised announcing that "this day marks a new beginning for the Liberal Program.".
King Friederick, speaking to the entire country, stated that "an overall constitutional reform is now needed, in order to give to our country once again its glorious past as the motherland of Liberalism."
The reference is to the Liberal Revolution of 1789, which transformed the ancient Kingdom of Tarajan in a liberal monarchy (thanks also to the support given by King Conrad I). The Revolution caused a series of wars in the continent, and the losses suffered by Tarajan ultimately led to a weakening of the liberal regime, which however lasted until the Communist Revolution of 1919.
The consequent restoration of the monarchy in 1944 led also to the establishment of a new, conservative and even reactionary, regime: the actual configuration of Tarajani political system.
This state of affairs lasted until the ascension to power of King Friederick Wilhelm.
The young monarch decided to reverse the situation by introducing a new Liberal Program: the re-introduction of the figure of the Prime Minister (with the title of Minister of the Imperial and Royal House, and connected with the Ministry of Foreign Affairs); the relaxation of the political laws; the introduction of a new, wide series of reforms for the civil laws; even the rebirth of the Empire in a totally-new (more inclusive and culturally-open) fashion.
But the Program had its enemies: the first Prime Minister, Conrad Van Vinkel, cousin of the King and now Grand Duke of Sdudeti-Karabak, was forced to resign after an attempted coup d'etat by then-Chief of Staff Baron Heinrich Van Oeerstadt; and many Houses of the Landsraad were more then skeptics.
The rise to power of the nationalist, Right-winged, Regeneratie Partij (founded by Van Oeerstadt himself) of Carl Van Houden seemed to mark the end of the Program once and for all.
But then, it came the surprise.
Van Houden demonstrated soon to be more than a simple clone of Van Oeerstadt, and he immediately reached a strong understanding with the King. It was the birth of a new Right Wing for New Tarajan: the RP soon conquered the position previously taken by the RCTP, rapidly imposing itself as the true representative of the Right.
And with such new political power in his hands, Van Houden made an unexpected decision, which however reflects well his qualities as statesman loyal to Imperial and Royal House and to the State: to go ahead with the Liberal Program, giving it new life and strength.
The result of such a decision is a new series of laws, which constitute an overall constitutional reform, touching the following issues:
- Reintroduction of the Prefectures (previously established by King Friederick Wilhelm I and suppressed with the Communist Revolution): four of them, with oversee jurisdiction over the single States (the prefects will be appointed by the Government, with the consent of the King);
- New legislative powers to the Royal Diet: it will be fully equated to the Landsraad, which will loose its power to simply overcome it when considered necessary;
- Transformation of the Landsraad in the true federal Chamber of the Kingdom: now, alongside the Lords, every State will be also represented by its own Governor (the head of government), giving to every State two delegates, one of whom now directly elected by the people; in the case of the Royal States, the Royal Governor (still under direct appointment of the King) will be flanked by the Deputy Governor (elected);
This last change, particularly, it has been the most difficult to implement: since its birth, the Landsraad has been the place where the Tarajani high aristocracy protected their own interests.
With the new law, the Major Houses will still keep their powers (although now limited by the renewed powers of the Diet), but now also the Minor Houses will have their direct representation in front of the King (usually, the Governors are taken by members of the local Landsraads).
The new constitutional reform will be presented to the Diet and to the Landsraad, gathered in plenary session, tomorrow morning, in order to receive their official approval (already informally given).
The Liberal Program is now reaching its peak. What needs to be seen, is how far its consequences will go, and, on a political level, what will happen now to the Blue Party, usually the representative of the liberals.
But one thing is clear: Liberalism is now back in its true Motherland.
