Historically, Achaians were not known for their migratory tendencies. From their earliest arrival in Morea to the present day, Achaians were the jelly in an imperial sandwich, and their long experience in that position had taught them to prioritize their diplomatic goals. They really had no use for traveling any great distance when the nation was bordered on one side by its most pressing existential threat and on the other by its most likely hope for salvation from that same threat. Attracting international attention, and therefore additional Eurasian attention, by unnecessary diplomatic outings had long been considered frivolous at best and a threat to national security at worst. Sultan Ioannis IX had broken with centuries of tradition to begin his limited diplomatic inroads among the nations of Norda, and had already suffered a great deal of criticism from various parties, especially the religious establishment, as a result.
Of course, that was before Morea’s existential threat and its most likely savior made common cause against the former’s most important ally in a war whose justification had since become extremely questionable. All of a sudden, the Sultanate was almost united in its desire for additional information from international sources, which would require a kind of diplomatic effort that Morea had never bothered to invest in before. Intent on success in this new arena, Sultan Ioannis sent a man well established in the Blue Palace, Theofylaktos Karamanlis, to act as his personal representative in Antanares. While Karamanlis was given leave to use his judgment if the Sultanate was required to speak during the negotiations, the Sultan’s representative had been given the more important missions of making contacts with other nations whose politics complemented the Sultanate’s, especially among the neutral nations, and making detailed observations of the negotiations themselves in order to determine how best to react to the new alignment of Duresia and other nations with whom Morea shared reasonably good relations and Eurasia, with whom Morea shared nothing of the sort.
With this mission in mind, Theofylaktos Karamanlis had made a point of touring Velikogovolka after his arrival the previous morning to better understand the interests of the host nation, one of the founding members of OMNI Enforcer whose recent isolation was once more coming to an end. He’d received his last-minute instructions from the Blue Palace that evening, and the next morning arrived at the negotiating table as unobtrusively as possible behind the main parties to the negotiation. He had been reminded by the Sultan the previous evening that the presence of unaffiliated nations in the conference was at the sufferance of those actually involved in the conflict in New-Zealand, some of which had reason to view Morea with distaste, and all of which had the means to make Morea’s political situation very uncomfortable indeed. Karamanlis took his seat, making mental notes of his initial observations, and—with the exception of a nod to Dr. Van Goedefort in respect to his leadership at the United Nations, and a similar nod of appreciation to High Magistrate Paetus Catus as Chief Justice of Esamir—made no effort to be noticed.
